Available Positions
1. Team Leader
- Education: Graduate/Postgraduate in Planning, Management, Civil or Environmental Engineering, Public Policy, Public Administration, Infrastructure Management, Business Administration or a related discipline.
- Experience: 15 years of overall professional experience, including at least 10 years of relevant experience in development programmes, municipal infrastructure, governance, climate resilience, water supply, sanitation, solid waste management or implementation of Government programmes.
- Additional Criteria: Should have worked as a Team Leader, Deputy Team Leader, Programme Manager or equivalent in at least one Central/State/UT Government or Corporation/ULB/PMU, SPV, PMC.
2. Urban Planning and Spatial Development Expert
- Education: Graduate in Planning, Architecture or Civil Engineering, preferably with a postgraduate degree in Regional, Town or Infrastructure Planning.
- Experience: 10 years of relevant professional experience in urban planning, preparation of master plans, city-development plans, feasibility studies, Detailed Project Reports, redevelopment plans or growth-hub strategies.
- Additional Criteria: Experience in GIS-based planning, land-use assessment, infrastructure-gap assessment, Government missions and coordination with ULB/State/UT/Central authorities is desirable.
3. Municipal Finance and Revenue Expert
- Education: CA / CMA / MBA (Finance), or postgraduate in Finance, Commerce, Economics, Public Finance or Municipal Finance.
- Experience: 10 years of relevant professional experience in municipal finance, municipal accounting, budgeting, financial management or improvement of ULB own-source revenues.
- Additional Criteria: Experience in property tax, user charges, double-entry accounting, preparation and analysis of municipal financial statements, revenue enhancement, financial restructuring of ULBs (liabilities, escrow and DSA arrangements), municipal creditworthiness, municipal bonds, financial sustainability assessments or ULB/State/UT/Central-level financial reforms is desirable.
4. Project Finance and Bankability Expert (UCF)
- Education: CA / CFA / MBA (Finance), or postgraduate in Finance, Economics or Infrastructure Finance.
- Experience: 10 years in infrastructure project finance, project appraisal or financial modelling, including at least 3 years on public infrastructure or urban projects.
- Additional Criteria: Shall have prepared lender-grade financial models (cash flows, DSCR, sensitivity analysis) and bankability assessments for at least three infrastructure projects.
- Additional Criteria: Experience with HUDCO, banks, NABFID or development finance institutions is desirable.
